EXCELLENT, as always! Great perspective and an informative overview of the first 100 days.

If a President does not have any discretion regarding spending (i.e., if Congress appropriated funds they MUST be spent for whatever project), how is it that Biden immediately halted the Keystone Pipeline and Border Wall?

That’s a very good question. In the case of the Keystone Pipeline, Congressional approval went hand in hand with presidential approval, which Biden revoked. And since it was essentially a private project, that was enough to kill it. In the case of the Border Wall, Biden (or more precisely, his people) did exactly what Trump ought to do with the things he’s trying to stop: stymie and obstruct the process through administrative reviews, environmental reviews, procurement reviews, contract management reviews, and so on.
