Not trying to defend anyone's actions, just asking a question.
If, as noted above, it is true that the USSS communications were NOT recorded, how do you know for a fact that the sniper DIDN'T say that?
Because, per this report, the sniper was quoted in the report as admitting “the thought [to warn] never occurred to him”
