And in December 2011, Putin promoted Surkov from Deputy Chief of Staff to Deputy Prime Minister. And as of late 2016, Surkov was still meeting with Victoria Nuland regarding the Russia/Ukraine conflict.
Something is up. They were planning to plant all this around Surkov's head.

Last reply -- I am starting to put the pieces together. This was a herculean effort to create distraction for Hillary email server because they controlled media and nobody thought Trump would win. So why bother going through setting all this up? Fake dossier, fake DNC hack, fake Alfa Bank server, fake FISA (they never pulled any docs on Carter Page, went straight to listening into Trump). I am starting to figure out that this was going to be setup like golf ball on tee to put troops into Ukraine and get Crimea back. It was Obama/Biden who lost Crimea, handed it over to Putin without any struggle at all or even newspaper reporting. The New York Times articles on the "Russia incursion into Ukraine" that was plastered nonstop on its covers for months suddenly just stopped after Yanukovitch booted out for corruption. Wonder why that was? And Putin got Crimea without a fight. So this was their Plan A to setup justifying need for troops in Ukraine to get it back? I don't know. I'm at the point now where I am looking for motive. And this New York Times article posted just before election sets up the golf ball perfectly on the tee. What do you think?
Ok, one more, last one. When have you ever heard of CIA posting in memo that true nature of one of their operations before? They don't. So when they wrote memo stating the operation was for Hillary to distract from her email server, that was akin to a big fat finger pointing to her in case it went south. They got her in a bunch of felonies, participating in setting Trump up with fake dossier, and were I think planning to control her post election with it. But nobody thought she would lose. This was all setup to get Crimea gas back and control Hillary post election. That is my theory.
